Simple question. I have a friend who wants to sell his SBR to another person in the same state. Is he required to go through a dealer or just fill out the form 4, $200, 6 month wait, etc......?

In-state just person to person on tax-paid Form 4 unless state law there requires otherwise.

I left them blank on my in-state F4 individual transfer. Haven't gotten the stamp back, but that wasn't one of the issues they cited in the error letter.
