I have a friend's old savage pump model 170 that will not extract.

I replaced both extractors and now they hold so well that they hold the slide and bolt in place until I tap it out with a brass rod.  I am using a sized piece of once fired brass with no primer or bullet to test with.  Once it pops out it is pulled free and ejected with force.

I have cleaned the chamber with a dowel and patch.  If I place the brass in the chamber by hand I have to tap it out.

Same with new brass, once fired unsized brass and new ammunition.

What to do next?

Have you inspected the chamber or at least cleaned it real well?

Yep, chamber brush and all.  I can't see any obvious burrs or abnormalities upon inspection.

He used this gun for years and it just started doing this.  He can't tell me if anything different happened before it started.
