I need to ship a WWII M1 carbine to a C&R holder in another state. Can I legally do so directly to the C&R holder? If yes, what do I need from the C&R holder before shipping? What method shoud I use for shipping?

You can legally ship a C&R firearm to a C&R license holder.  Have him send you a copy of his C&R license for your records, go to a Fed Ex or UPS hub and ship.  As far as I know rifles do not have to be shipped overnight but handguns do.

Guinness301 is correct. Have him send you a SIGNED copy of his FFL and ship it INSURED.
