I have a new Ruger 77/22 bolt action rifle, and for general plinking I have the great idea of threading the barrel and installing my AWC Optima suppressor on the rifle.

Does anyone see a legal problem with doing this

There is no legal problem as long as the threaded barrel is over 16" and there is no state or local law against it.

Apparently you haven't been listening to the news media for the last 20 years.  Threaded barrels are evil.  They are only used in crime commission.  Having one almost certainly makes you a criminal.
