Can a 1994 Colt upper with a threaded barrel and flashhider be put on top of a standard lower with a 2000 build date?  

I saw a rifle like this for sale but was under the impression that you couldnt have more than 2 non-pc freatures on a post ban.

No, you cannot put a preban upper on a postban lower.

You can put a postban upper on a preban lower, though.

Technically they are interchangeable, Legally it is as brouhaha states "it is not allowed".
