I think just about every company that sells AR uppers offers an 11.5" version for sale. Bushmaster is just one name that comes to mind.

there's also "model 1 sales" and "m&a parts" but i've never bought from them so i can't vouch for the service or quality.
i have been told by others that model 1 is ok but that m&a belongs to "mark(?) drasen", a pretty sleazy ex-con... |

I bought this 11.5" upper from Model '1' Sales...

If it is for an M16 or something you plan to shoot high volumes of fire with, I'd go with the chrome-lined bushmaster or MSTN who advertises on the EE. He sells some very nice uppers, but I believe they are 10.5".
Edited. Those aren't chrome-lined right? If triggerfish can do it maybe it's okay [:D]. I had an M&A that was really nice too, but I always worried about it not being chrome. |

I got a 11.5in pre-ban with a pinned 5.5in flash supressor from American Sprit Arms and have had no problems with it. Now I am not encouraging you to do this but you can always drill the pin out, OR you can just search Ebay. :)

Bushmaster sells the complete 11.5 upper, and also the complete barrel assembly, if you are handy with a barrel nut wrench, for $209 complete with shorty handguards,for your SBR.
