 I need some mounts now for my leupold mark 4 3-9x  but Im on a budget so what are some good, cheap, high profile mounts? Where to buy? Thanks.

You might want to consider TPS rings.  They are similar in appearance to Badger but sell for about $60.00 vs. $125.  For quick detachable rings, the ARMS #22 are very high quality (about $90.00) and I have heard some good things about Warne Maxima rings and Leupold rings (about $50.00).  Hope that helps.
