can some one tell me will a new 7.62x39 upper work on a .223 lower.i think this will make a good brush gun

Looking at a .308 round it's significantly longer than a .223.  Therefore, I don't think it would work as a 7.62 magazine would not fit in the well of a 5.56 lower.  However, I'm no expert, so I could be dead wrong.

.308 is 7.62x51 7.62x39 is AK round and yes can be used with stock lower as far as I remember.

7.62x39mm upper will fit a .223 lower.
