We need more info if ya can.  What ammo you using?  This only happpens on the last round?  No problems with any other rounds?  Is the rifle NEW?  Does it do it with all the mags you have? How many mags have you tried and what are the makes?  Did you do ANYTHING to the rifle IE change the stock? It could be a gas problem, mag problem,  ammo problem, dirt problem.  If you answer these questions someone here can suggest more trouble shooting  Hope that helps

How many different mags do you use?
If could be the mag doesn't push that catch up at the way.

The first thing to do is try another magazine, make that a USGI magazine.  Mags are the weak link.  Next, try some good factory ammo.  There is a chance your reloads generating enough pressure to cycle the action far enough to extract the fired cartridge, eject it, cock the hammer and feed the next round in, but not enough to engage the bolt lock.

If a new mag or ammo does not fix it, you may be looking at a gas problem.  First thing to check for that it your gas key.  It should be staked in place and have no movement at all.

Have you talked to Compass Lake?

Mark the front gas block/sight so you can reinstall it back in the same postion/zero later, and pull the block.

Check the barrel port burn mark on the barrel for block port center postion in the burn.  The blocks need to be not only indexed side to side (rotation cant), but also distance from barrel shoulder forward to center the two ports togther.  It helps (if no visable burn mark is present) to mic the barrel shoulder foward, then the block to see if any off set/distance off shoulder is needed between the two for proper alignment.

Note: if you find that the burn is not centered, and the block is partial blocking the barrel port with the front sight zeroed, you may have to reinstall the barrel on the upper to true the index.

And, since you have the block off the barrel, take a look up threw the block port hole into the gas tube side port.  You may have to enlarge the gas tube entry port hole to align it with the block.

+1 to trying another magazine first .

Sounds kinda like a magazine or magazine bolt catch problem.
Edited to read bolt catch

BEFORE pulling the gas block etc. talk to Frank or Theresa  Compass Lake FIRST.
They stand by their work, custom target/competition AR uppers are a big part of their business.
If any work needs to be done to your upper let them do it.
