Is the handguard (I think thats what its called, the thing surrounding a good portion of the barrel) removeable on the dpms lr-308 with the 24" barrel? Anyone know?

yes, is two pieces: a barrel nut and the actual forend.   You can barely see the seam.  But generally, DPMS uses some locktite to keep them together.  So, yes you can remove the forend part, but you might have to defeat the locktite to do it.  Use heat then a strap wrench.
