1) Is this to save on lead with the less expensive steel?  

2) Is there better penetration over lead core only bullets, all other parameters being equal?

I believe the mild steel serves the same purpose as the copper jackets...

Purely cost, I understand: mild steel is significantly cheaper than both lead and hardened (AP) steel.

To clarify:  I mean the steel 'core', not the jacket.
