I was thinking you couldn't go under 16 inch's on a rifle barrel, but see a lot of 11, 14 inch barreled upper's for sale on the auctions. My question is , is it legal to put a upper with a barrel shorter than 16 inch's on your reciever?

It's legal to place on a registered machine gun lower.

Or, if your state allows it you may register your rifle as a "Short barreled rifle" and then place it on there after receiving approval.

They are also legal to use without registration on AR "pistols".

And you can permanently add a muzzle device to any starting barrel length under 16" that makes the barrel a final total of 16" by pin/welding or press/soldering, starting measurements from the closed bolt face, and be totally legal.
