That's a hardened strip, to keep the noses of the bullets from wearing grooves in the mag body. At most, bevel the upper edge with cratex.
As to the first round hang, try adjusting the tension of the mag catch. Meplat- |

Never seen a Labelle made 20 round magazine that had a straight body. Seen some curved ones, but they had a teflon finish. Mind taking some pictures of the magazine body and specifically the floor plate?
Is it a 30rnd style floor plate with the retaining tab broken off, or an actual 20 round style? Does he smack the back of the mag against his hand? Try doing this fairly hard. Could just be the tip of the bullet is catching and isnt far back enough in the magazine. With the black plastic follower inside this mag, it leads me to believe that it is one that was produced commerically by Colt. Someone could have possibly changed the floor plate. Try changing a new 20rnd follower if the above doesnt work. Hope this helps, Cody @ Magazine Specialties |

My 20 rounder looks just like that except someone stole the Labell floorplate off and stuck an Universal Industries floorplate on it.

It's a franken-mag, as aluminum follower normally found in 20 round USGI mags has been replaced w/ a black 30 round follower, as well as the floorplate is bogus too.

Yep that's a 30 rnd floorplate on a 20 rnd body. My two colt mags look just like the mag body. A 20 rnd plate has a hole and a slot for the metal tab to fit in.

The steel strip in the front of the mag is part of the tab at the bottom of the mag. Standard 20 rnd. floor plates have a slot in them that the steel tab fits into to keep the floor plate from sliding of the mag. Someone just took a 30 rnd. floor plate and put it on your standard 20 rnd. mag. The 30 rnd. floor plate won't cause any problems with functioning. All my 20 rnd. mags have the same steel strip in the front and it has never caused any functioning issues, most likely your friend just needs to slap the back of the mag when fully loaded before inserting it into the rifle, that should take care of his problems.
Or it could be an issue with his rifle, not the mag. |

Do any of your mags have that strip protruding slightly above the front of the front wall of the mag as shown above?

Oh I see, I didn't notice it was protruding above the front of the mag. Ya, I would just file the steel strip down until it was flush with the top of the aluminum body. That shouldn't cause any issues, and it may very well cure the problems your friend was having.
If you are going to keep using the 30 rnd floor plate, you could just drill out the rivets on the front of the mag and remove the steel strip all together. Like I said, it is only there to keep the steel tab at the bottom of the mag attached to the body. However, with the steel strip gone, the larger holes in the front of the mag would be open. Not sure if the bullet tips would snag on them or not. |

I'll probably just buy a new 20rd floorplate. Now I'm curious how I'm going to get that follower out of there. I've messed w/ it several times and haven't figured out how they got it in there.

Remove the spring first, then you can fumble the follower around till it comes out. No prying or force is needed.

Push the follower down about ½ inch and look the feed lips area inside of the tube. There might be a stamp of the manufacturer.
Friend of mine who is anal about his AR stuff inspects everything before buying. He found stamps in his mags. I checked mine and found out that Colt floor plate ones have Okay Industries stamps inside the tube. Early 70s made Universals have numbers. I haven´t found this kind of marking in my 30 rounders.
