I own 3 scopes. Two Burris Full-field II 3x9x40's and a Simmons, also a 3x9x40. I wear bi-focal glasses meaning that my near and far vision both have to be corrected. On the Simmons scope I have to wear my "far" vision glasses to see the target correctly. On my Burris scopes, I have to use my "near" vision glasses.

Why is this? I do not think any of the scopes are broken.

Simple answer is different number of lenses changes the focal point of the scope in relation to your eye.  I might also ask whether you are maintaining the same eye relief between all 3 scopes.  



I could be wrong.

Try playing with the diopter corrections on the ocular lenses.

I tried that but it did not focus the target, only the reticule. Neither of these scopes have range focus on them either.

I just had the same problem with a scope. The diopter would either focus the target or focus the cross hairs. Not both. I sent it back. I hope they don't tell me it's me.
None of my other scopes have that issue.
