I was on the Southern Ammo web page and noticed they had Olin .22 surplus ammo. I ordered 5 boxes of each kind and it arrived today. This stuff looks like crap. Just a warning to you guys not to order any. One of the boxes came open when I was counting it and it was full of bullets with tarnished brass that was so bad I couldn't read the W on the bottom of it. Many of the boxes are kinda beat up and some taped shut. It really doesn't look good.

I have seen this ofter from Winchester.  I never shoot their ammo or use their brass for this reason.  Some has been as new as 6 months old according to the date on the box.
