I just built my first rifle and I had a question as to if it's operating properly.  If the bolt is all the way forward and the hammer is not cocked (lets say I dry fired it).  Should I be able to switch the safety from FIRE to SAFE at that point?  It seems like I can only switch it the hammer is cocked.

Is that normal or did I assemble something wrong?

Yep,normal. That's to let you know whether or not you have a cocked(and possibly loaded) weapon.
