Careful reading of Black Rifle II   reveals the the Recce rifles as built for the SEALs have 16.5" barrels and not 16" ones.

So a 14.5" is 14" by civie measurements?  Was '14.5"' measurement kept for marketing purposes?  And the 20" is 19.5"?

Quoted:
... WE MEASURE FROM THE FACE OF THE BOLT TO THE MUZZLE.

OUR NUMBERS COME UP 1/2 INCH SHORTER THAN THEIRS.

Wes is absolutely right, that's how a barrel is "supposed" to be measured, with the bolt closed, insert a (cleaning) rod into the muzzle end until it bottoms out, mark the muzzle end spot on this rod,   The total length from one end to this mark is the barrel length.
