I think much of it boils down to how much you are looking to spend, and your questions certainly could have you spending a chunk of change.

The world of optics bows to no one, and you will pay dearly to get in any of the exclusive clubs.  The Eotech is a great all around optic, and its one that I choose to carry each day.  However, I am more interested in CQB than I am at 300 yard shooting.  If I thought that shooting was a larger threat, I would lean toward the ACOG, though the price would probably make me cringe.  Figure out what you are looking to do, then make your choice.

Next, lets look at the light portion.  If you are looking at a light, as well as possibly NV, you may want to look at some form of rail system.  Its not that you can't mount a light using standard handguards, but its not pretty.  

Before we can talk about the light, let stick with the rail for a moment.  If you think you may want to forward mount your Eotech, which gives you a field of view, and usually makes for more effective shooting, than you will want to go with a rail that free floats that barrel.  There are many different choices.  I went with Daniel Defense, because they are light, strong, and are one of the best rails available.  They aren't cheap ($250-275), but none of this stuff is really a poor mans game.

If I was looking for a rail that is slightly cheaper, and that anyone could drop on themselves without any real skills, I would head right to my nearest Samson dealer.  The Samson rails ($260)free float the barrel, are a tad cheaper, and are also easier to mount for most people.    

If I wanted a good rail that wasn't free floating, I would look at the YHM 2 piece, which is usually around $110-120.  This rail is highly functional, but you will not want to place an optic on it as it isn't solid enough to retain a zero for the optic.  It will work great for a light and/ or Vertical Fore Grip (VFG).

The question of a BUIS, much like rails and optics is a personal question.  I like the ARMS 40L as it is low profile, and the few times where I have had to use it in real world events, it has worked exactly as it was supposed to.  The RRA Dominator mount puts the BUIS in your field of view, which isn't a bad thing, its just different, and is more of a training issue as well as up to the individual shooter.   There are numerous BUIS, both fixed and folding that would work fine for most people.

When you look at lights, you may as well look at a mount to go along with it, because using a light in one hand, and an AR15 in the other really doesn't work well.  A great light that is also priced well is the Pentagon series, and oddly enough, I recommend it because I carry it on my duty weapon much like other things I recommend.  I use a Pentagon X3 with a Daniel Defense offset mount.  I'm not a fan of pressure pads and loose wires, so the push button works well for me.  If you decide to go with a setup like this, a VFG is pretty much mandatory.  While there are many options, the Tango Down seems to be universal it the way shooters seem to love it.  It is comfortable for almost everyone.

Lastly, I can't help you with Night Vision, but at least you know that I won't make up answers, if nothing else my ramblings should give you a few ideas to think about.

Another option if you are looking for magnification, would be to pick up the Aimpoint 3X as shown below.  It works very well with the Eotech, and as you can guess, magnifies at 3 power.  If this is something you decide to do, you would probably want to go with the folding BUIS.  I was using the fixed version trying something out, and while it worked, it probably isn't something that most people want to run.
