I'm going to be buying Rugers in both 223 and 308.  I'd like to use the same powder in both.  Any suggestions?

Some of us Old Farts like IMR3031. Old school, but it works for me (and has done so for 30-odd years).

Hodgdon has a number of powders that can be used in both.  Check their on-line reloading data.

RL15 for everything, and TAC as well as Varget.  Tac meters best followed by RL15 and lastly Varget.

I run Varget in my 5.56 AR15, my buddy runs Varget in his 308 AR10.

All above powders are in short supply so you might have to go with what you can find

More modern powders like Varget and IMR 8208XBR are less sensitive to temperature variation
8208 was developed for military snipers for the temp reason. It is not a ball but is very short.

Best all around for both 223 and 308 for AR bulk loading would be BL-C-2 (Military WC846)
Hi tech sells them H335/WC844 & BLC/ 846) in 8LB jugs cheap or did and hopefully will have them again.

For progressive presses I suggest you stay with ball powders

I just started Friday with XBR and SS109 bullets as it's for plinking.   It's also been barely above zero most days, so there is little time to try much.  23gr of XBR looks just fine, and made a group like TAC.  With it's short extrusion, it meters not too bad.  Another current powder to think of is CFE223, it's a ball made for the new "green" military .556.  One thing the OP needs to provide is bullet weight, or intended bullet weight as they aren't always easy to get either.
