Looks like it to me as well.....also regarding the rifle on the right definitely looks like a non-standard rail.....can't tell for sure what rail it is though

It is 10th Group but definitely not Triarc, maybe SLR or something. Pretty sure its a personal upper, none of that is issued stuff.

I was wondering about that after staring at the photo some more. The red dot looks like a Holosun, based on the size of the battery compartment on the side (which always looks more prominent to me than on an Aimpoint). Some of my guys trained with a couple SF recruiters a few years ago that brought their personal weapons to the range (since they didn't have any assigned weapons at the time), but I didn't really consider that when I first looked at this one.

Primary Arms got more 07-077-07308 in stock this past weekend, so now I have the correct factory pinned barrel coming by FedEx as well as the stripped 14.5" mid gov't barrel.     That stripped barrel fits the Mk16  well with the LBE set screw gas block, even feels pretty good with the Mk4 ODG FBI Rail.   The 07-077-07308 helps bring back the balance and weight of the older tapered M4 barrel vs the 14.5" SOCOM SOPMOD M4A1 Barrel.

Next item on the list is a Taupe/FDE KAC PN 99051

Some guys don't know/care how their stuff fits. Especially if you have bags of bags filled with gear, if it works it works.  
Sometimes guys will drop their bags lower to grab mags/gear more easily.

ADM, yes! Forgot about them. Wouldn't be surprised if it was a complete ADM upper.

I can’t directly answer your question but I believe SureFire has dismantled the tooling for the RC cans and now exclusively makes RC2 cans. I’m not sure if they’ll still take the golden ticket

Around $960+tax when I ordered one two years ago.  Last summer Big Tex had them for $750 so I grabbed another one from them.

I asked NF a few months ago about them releasing the ATACR 1-8 in FDE, but they said they have no plans to do so.

I suspect that could change if enough interest is there. Maybe they'd end up doing a limited run like they have with the NXS 2.5-10x24.

Do any of the retailers get the urgi 14.5” uppers in that last six months? Only thing I can find is a clone correct from Charlie’s. Says it has mk12 gas block so that not correct anymore, as I recall. It looks like they are assembling it.
