Today I purchase some .223 Black Hills 68 grain heavy match hollow point ammo at Cabela's   I noticed some of the hollow points were filled with small pieces of matter and some were not.  In some cases the material was exposed were I could easily pick it out but in other cases it was in too deep.   Is this stuff cleaning media of some type.   Is it a problem?  Will it affect accuracy in some way or will it just burn up when fired?

This is normal, common, and discussed here often.

BH tumbles their ammo prior to shipping to clean it up, and this is tumbling media in the open tip.  It does not affect accuracy to a measurable degree.  

Shoot away.
