I recently saw a line of scopes made for the AR carry handle made by a company called NC Star.  I've never heard of then, are they any good?  They felt kinda cheap to me but i've never used one.

They are cheap, you'll regret it.  If you want a short range scope, look for a Colt 4x at EE, they come up now and then.  Sold mine last year, ACOG is the way to go.

Yeah, they looked pretty cheap, and they guy trying to sell one to me at a gunshow obviously didn't know what he was talking about because he was telling me it was far better then an Aimpoint M2 for any purpose.

Ugh, good thing you have more sense than he, that guy would sell ice to Eskimos and claim it's rare.  I think he does know what he's talking about, he's just trying to take advantage of buyers that haven't done research such as you are doing here.
I'd save up and get an ACOG or Aimpoint.  Proclaiming that ACOGs are better than the M2 is debateable already, a Chicom piece of crap? Ha!
