Can anyone tell me what is the minimum velocity the winchester 64gr powerpoint will achieve effective expansion at? I know, the higher the speed the better it is but I am very curious on the effectiveness when velocity drops to 2500fps and below. I know this is a rather strange technical question so special thanks in advance to all those who can help.

Around 1700 fps is where it will stop expanding. As you would imagine, as velocities increase, expansion of the nose increases, and penetration therefore DEcreases. At 1700 fps, you'll get very little expansion and lots of penetration.
