When I close bolt on a full 20 round mag it goes forward about an inch then stops. Do I need a new buffer spring. This continues until about 4 rounds into the mag. It does this whether I use the bolt release or charge it from a closed bolt. Are the magazine springs too strong? I replaced then recently. I am using a DPMS upper and lower parts kit with a Rock River lower rec.

Knowing the rifle's configuration would help, but here is a checklist.

Start off by counting the spring coils/checking the length to confirm that you have the correct spring. Also, since you do have the buffer out, check the bumper roll pin to make sure that it is not catching the spring. If needed, use a file and couture the roll pin edges to be flush with the buffer tube. Also take a look at the beginning of the receiver extension to make sure that the edge does not have a lip bur that may be handing up the buffer.

Check the bottom of the mag lips to make sure that they don't have an edge bur that may be retaining the bullet on exit from the mags.

Check the sides of the key to make sure that it does not have a edge bur that may be catching the upper slot track and causing the carrier to hang.

Check the carrier movement in the upper.  Pull back on the cocking handle then slowly ride it forward.  Make sure that the carrier/firing pin is not binding on the hammer, the firing pin, or the bolt catch. Do this with both the trigger held back and left alone. You should be able to slowly ride the B/C forward to the point that the bolt enters the barrel extension, then a slight jab on the FA to lock the bolt into place.

Check the alignment of the bullet out of the mag and into the barrel.  Some mags can be loose and feed the bullet tip just below the feed ramps. To check for this one, use a match book cover and wedge it between the back of the mag and the mag well to cant the bottom of the mag forward. The load a round into the chamber and see if this was the problem.

If everything is smooth without binding, then chances are that the recoil spring may be weak and as you guessed, needs to be replaced.
Also as first stated, make sure that you have the correct spring and not a Car spring in a full-length stock. Chances are slim on this, but you never know until you check.

P.S. I use Wolf Extra power springs in a lot of my mags. Even my old rifles, with more than 20,000 rounds on the stock recoil springs, do not have a problem getting a round out of these mags. If the recoil spring is the correct type, I would say that you have some action binding that is holding up the works.

Did you find out where the carrier was binding up on the return stroke?
