Hey all, lookong to put a railed forend on my 16" carbine, and i've got a quick question about the RAS II. Is the eleveted aimpoint mount detachable or is pretty much fixed to the foreend. The only reason i ask is that i wnat to eventually mount an Eotech, and i think that the elevated portion of rail would get in the way.  Thanks in advance for any and all advice.

The hump is not removable, it is a part of what fixes the RASII to the upper receiver.
If you're planning on an EOTech, you should look into a FF RAS, or Troy's handguard which allows you to mount the EOTech anywhere on its continous top rail.  I've mounted mine over the FF RAS's barrel nut without problems.
Better yet, get an LMT MRP

Of all the rail handguard makers out there, I only use KAC, DD and LMT.  ARMS SIR is heavy and raises the height of the upper receiver, Troy's method of affixing the rail to the receiver looks suspicious to me.
LaRue also makes an excellent rail handguard, I haven't tried it, but since getting the MRP I've stopped buying rail handguards

If you mount the Eotech on the hand guard, it will fit perfectly. If you mount it on the upper, it would also fit except got push back near the charging handle. I have this set up using the AA battery version of Eotech (which is longer than other version).
