the name of the game in long-range optics is repeatability. The second most important feature is some sort of parallax adjustment(either on the objective or by means of a third turret) For both of these features, Leupold best fits the bill and will not break the bank like Nightforce, US optics, or Sworovski. Neither the Super Sniper (which is the scope your friend has), nor the Bousch and Lomb are 100% repeatable. The price your friend is asking is IMO about 200-250 too high. Check the equipment exchange here and on www.snipershide.com for these setups, and DEFINITELY get .308 as .223 doesn't have enough energy to really play long range.
