When buying a firearm, individual buyer from individual seller via shipping, is an FFL actually required? Private parties can legally make this transaction in person without an FFL, and UPS will ship firearms person to person, so why use an FFL? Is there a law that requires an FFL just because the private sale is out of state?

If you are buying a firearm from an out-of-state seller, it MUST go through a FFL holder in the buyer's state. That's the law.
