Would it be smart for me to sell this rifle in 97% condition and get a NIB LEO 6450?  Would I probably be able to break even on the deal if I am selling it to someone in a banned state?  And wouldn't I be doing someone else a service by giving them my preban?

you could find you a deal on a new le6450 and offer your preban to someone that is willing to pay for the other rifle.
