I have someone that wants to buy some 30 round Pmags from me and I'm shipping to Las Vegas.  He's a California guy based on his "signature" on the post and his responses to me.  Every part of me says don't touch this...am I missing something or over thinking this?  Thanks...

Not a problem.
You could even ship them direct to California if you disassemble them.
Magazine parts are completely legal in CA.

Lots of CA residents buy spare parts for magazines they already own, or as a hedge against future availability.

You can even "rebuild" an existing magazine into a Pmag by disassembling the old mag then rebuilding it with completely new parts into a Pmag.

44Mag and other vendors offer this as a service for California and other similar states.

Unless Nevada sold Las Vegas to California, you're good to go. What he does with them once they arrive in Las Vegas is his business.

.....This doesn't make sense to me....

Isn't there a "receiver" of a magazine? Like the tube, or something?

You are saying you have a piece of air.... and you remove the USGI parts from this piece of air. Then, you assemble a PMag on the piece of air, and that makes it a USGI preban even though no parts are the same?

I'm not a Kalifornia lawyer, by any means, but I think lamar's onto something.  Just because you disassemble and reassemble something miight not get you off the hook;  a post ban mag is a post ban mag to a Kalifornia prosecutor.

What happens in Vegas better stay in Vegas.

You're replacing the worn or damaged parts of the old magazine with new parts.
Say you have a USA brand magazine that does not work
You replace the old follower with the new Pmag part, you replace the spring with the new Pmag part, you replace the floorplate with the new Pmag part, and finally you replace the tube with the new Pmag part. The standard advice given is to crush the old tube and keep it as proof of its existence.

Joe has it correct.

It's not air.

You can only do this with pre-ban magazines, i.e. magazines over 10 rounds you owned IN California prior to 2000.
It is legal to own any parts and it is legal to repair magazines.
So you can replace every worn part with new.  You can not manufacture additional magazines.
If you started with 5 magazines you have to end with 5 magazines.

AR receivers not on the named list are also unregulated.
Same with complete lowers and uppers with pistol grips, flash hiders, collapsible stocks, etc.
If you have two halves of an M4 type rifle (assuming the lower is not on the named list) and the two halves are separated it is NOT an assault weapon.
There is no constructive possession in CA.
Put the upper on the lower and you manufacture an illegal weapon.

I didn't write the laws, but a lot of effort has gone into obtaining decisions from CADOJ regarding the interpretation of them and then following those decisions.
Bill Weise is the resident expert over on the CA Hometown forum.
