Where can I get a handguard cap that slips over the muzzle on a n M4gery that I installed a longer 2-piece rail on?  Also, what holds it in place (a tack weld)?

If you have a muzzle device it will have to be removed along with the FSB or gas block. (I wasn't clear if that is what you meant)

Bravo Company sells them for a few bucks.  The one with the cutouts on the bottom is usually for a M4 profile barrel - but the plain round one works fine, too.  They are only held in place by the barrel edge on one side and the FSB or gas block on the other.  That alone usually keeps them from turning, but once the gas tube is installed it can't turn anyways.

ETA:  here you go:  BCM Caps

This is for an upper that I modified by shaving the front sight off and using the base as a gas block.  So the original hadguard cap is now under the longer two-piece MI 9.25" rail.  The back part is secure, because it is in the delta ring.  And the front of the rail is somewhat secure in that it is wrapped around the handguard cap (that is now inside the rail instead of attached to the front of the rail).  I used some zip ties to keep the two pieces of the handguard from opening up from the muzzle end.  I have considered having the rail aluminum welded, but then it is on there for good (unless I cut the welds).  But if I just put a new cap on the muzzle end and have it tack welded to the barrel, that should work and the handguard/rail can be removed in the ordinary way.  The reason I need the tack weld, I think, is because there is no front sight base in front of the handguard cap...

Hmmm. It sounds like you're going to need to rethink your combination of components. It sounds like you're trying to make a free float rail out of one that isn't designed to be that. The Delta ring by itself won't hold a split pair of hand guards on. As you know by now the end cap is designed to do this but can't be relocated. It is where it is. If you're trying to cover the cut down FSB you will need a free float set up. This of course depending on design may require the FSB and brake removal. There are some that don't require this so you'll want to do your shopping accordingly. Your thoughts about welding a new cap on would not be wise.

What he said.  Dump the 2 pc. hg's you have and choose a free float that fits your budget, and whether you want to remove your front sight of not.
