Have an Eagle Arms, (Armalite), Pre-Ban EA15 that has a problem with the front end. The whole assembly is tweaked to the right. Even with the rear site adjusted all the way out I'm still off by about 4 inches at 100yds. Is this a problem with the barrel or the front end assembly itself?

Never mind, found the answer in a previous post. Thanks.

I had a similar issue with my Armalite upper.  Had to adjust to 22 clicks left to sight it in.  Followed the tech note below from Armalite and am now centered.  Your Eagle Arms rifle should have the same front sight setup.

You would think they would be the same, but thier not. My EA15 just has pins where the Armalite has screws. I'd have to tap out the pins, make the adjustment, then tap them back in. I don't have the proper tools to do this. I also haven't done anything on this level with any of my guns and wouldn't want to take the chance I might screw something up.

I installed one of those Armalite units with the set screws on a Bushmaster barrel that was hopelessly canted to one side.  The folks at Accuracy Speaks address the dreaded canted sight problem in a logical manner.  You will find a ton of solutions to the problem on this site but the problem is the front sight base is not indexed with the alignment pin on the barrel extension.  One solution talked about by Accuracy Speaks is to put the barrel in a vice and smack the front sight in the proper direction.(Left or Right) This didn't help the cock-eyed bushmaster a bit.  The other solution is to remove the sight base and ream the holes and re-install the pins, achieving proper index in the process.
