Is there a physical difference between the blue extractor spring insert vice the black one?  
(independent of the spring itself, I am only asking about the extractor spring INSERT).

No. The color difference was to allow to visual differentiation between two different spring rates, the black indicating a heavier rate. AFAIK, the blue was to be used only in 20" rifles until the supply was exhausted then all weapons were to utilize the heavier rated springs indicated by the black inserts.
