A couple of friends and I are interested in purchasing 80% lowers,
and the question is: do 80% lowers have to be purchased through
an FFL dealer, and are they registered like finished lowers?

80% and under isn't a firearm so no FFL needed..

Are you buying it from a private partty? If so then you fine.

If not any lower stripped or 100% needs a 4473 transfer.

I may be wrong but every one that I have bought I had to do one.

here is a question, does anyone sell an 80% lower with the buffer hole tapped? but maybe the Mag well not finished to make it still only 80%?

An 80% lower is an unfinished lower.
Some stuff left for you to do yourself.
With AKs it means bending and heat treating.
