Sorry for being so naive, but are Colt factory mags USGI mil spec?

Yes. However, Colt does not manufacture mags. They are made by Okay for Colt and are typically overpriced.

They are no comparison to my 20 round Brownells though.

I like the Colt 20 rd mags.. Didn't know that Brownells made mags..
