I know that handguns need to meet specific criteria to be sold in CA, is the same true for ar 15's, uppers, lowers? Someone was asking me if a pre-ban upper 16" was legal in CA.

No.
Nothing is restricting uppers..

all lowers are a no-no unless they were registered with CAL-DOJ before jan 2001.
