I already searched and didnt find what i needed,
so i will ask here.

Is it neccessary to have the weights that are in side the CAR buffer
able to move? I weighted a buffer (4.35 oz.) that now weighs between a "H" and "H2"
but the weights don't move inside it.
I assume that it will still work, but was wondering if
anyone could explain why the weights need to move in side the buffer.

The weights need to move.  That prevents 'bolt bounce'.
