Can a buffer and spring from a collapsible stock work in an A2 stock/tube?

There is a weight difference correct?

Would it result in a reduced cycle rate (on a full auto)?

I've heard of a "heavy" buffer, but don't know exactly what it is or who makes it.

The answer is no.  When the gun cycles, the bolt carrier pushes the buffer back in the tube until the plastic "bumper" on the rear of the buffer contacts the end of the tube.  If you install a shorter carbine buffer in the longer tube, the bolt carrier will continue going back into the tube until the gas key slams into the top of the lower receiver.  If you do this for too long, you'll crack and break your lower.
