So i can just buy this and a m4 parts kit and machine my lower and make my semi auto ar into a auto ar? hahah I dont get it.

No. It won't fit without machining, and would be a felony for you to do so unless you were licensed as a manufacturer with SOT making it for government or export sales.

ETA that is a replacement part for existing, registered machineguns, or use by licensed manufacturers in making new ones.

You could. However unless you are a properly licensed entity, it would be a violation of federal law. That part is sold as a replacement for legally owned and registered machine guns.
