Say I would buy an AR lower and register it as a pistol could I put a stock on it or would that be illegal?  If you could put a stock on it then get a 11.5" upper you would have a sbr registered as a pistol right?

You can have either the short barrel and no stock, or a long barrel and the stock. Having the stock in place AND the short barrel is a violation of Federal law unless you have paid the tax and registered the weapon with ATF.
