It's a forging mark from the manufacture. In this case it's cerro forge.

FWIW, my upper receiver is made by CMT and has that marking.

I ordered four full auto Bushmasters for my department.  Two of the four have the key hole uppers.  I just got my Rock River Midlength upper two weeks ago.....it is also a key hole upper.  I would say Cerro makes them for everyone.

What Cerro (and the other forges) make is simply the raw forging from which the upper is machined by someone else.

In other words, the forge mark doesn't tell you a thing about who actually made the upper

Is there a way to tell who makes the upper?

Usually, no.

To my knowledge, only Colt and FN (on their military contract pieces) have regularly included a mark along side the forge ID indicating that they, in fact, produced the upper.
