Im thinking about doing a screw build but I have I have a few questions.

1.  Where can I get the proper screws?

2.  Can I remove the screws incase I decide I want to rivet it later?

3.  If the screws come loose can I retiighten them?  Or would I have to buy a new set because theyre "special" screws?

I'm no uber-expert, but....

1.   any old 10/32 screws will do, but people sell pretty black button head screw sets on the EE frequently

2.   yes.

3.   yes, you can re-tighten, but you should use locktite on them to prevent loosening in the first place
