OK, I got a bunch of receivers bent.  I heat treated the separate rails and the X and Y group holes, each side.

Do I need to harden the top receiver rails that the bolt carrier rides on?

I would not harden the upper rails.  Using a torch there is too much risk of warping, uneven heating and grain growth due to over heating that could cause cracks later.  I don't think there are any issues out there with normalized (soft) rails.
