I've got a milled MAK-90 with the thumbhole stock that I want to put a standard AK buttstock and pistol grip on.  I know the US parts requirement.

Is there a standard buttstock made to fit a milled receiver MAK-90?

Of course there is and unless I'm mistaken it is the same stock that fits the stamped receivers.

This receiver doesn't take the same stock.  There is a round hole in the back of the receiver and a slant cut on the bottom rear.

The milled stocks are different. (round stub)  .  Try Ironwood.

If you are just changing the buttstock and grip and this isn't a kit built MAK-90, why do you need to add more compliance parts? I guess my question is, if you replace one original parts with a US made part (or another foreign part) do you need to change the weapon to a compliance parts gun?
