this past weekend i had a broken shell in EAA Zastava Pap. Heres what i believe happened........  when it left the broken shell in the barrel the gun automaticaly tried to load another round, jamming the shell in tighter, unaware of the problem I tried to load another round basically impacting the broken shell again.  Now when i look at the shell it appears to be the same diameter on both ends.  Appears to just be a "sleeve" in my barrel.  Will a broken shell extractor get this out? And if not any ideas on how to get it out?

Very possible. Always a good idea to have a broken shell extractor anyway. If this doesn't work, you may have to get an "easy-out" and CAREFULLY try to get the casing remnant out. If that doesn't work, or if you don't want to try that method, then a COMPETENT gunsmith is the answer. Good luck.
