Tikka T3x CTR 24".  Then get a 40 moa pic rail, the trigger spring upgrade, rings of your preferred flavor and a Vortex Strike Eagle 5-25 FFP.   Depending on how hard you shop and deals you can get, its possible to get all that for under $1500.  If it's your only bolt gun, the AICS v CTR mags aren't that big of a deal and the CTR mags give you a longer OAL than AICS mags (unless you get AICS without binder plates).  

There's a ton of solid upgrades for the Tikka for if/when you want to add to it.  The 70 degree bolt throw is very nice and, for a factory gun, its a very smooth action.
