Is there a more percise way of mounting a long range optic to avoid reticle cant? I have always eyeballed the reticle and sometimes used a bob but didn't know if there is a refined way to ensure the reticle is perfectly inline with the bore? Insight please.

I used the wheeler scope leveling tool.  Did a decent job.

The reticle doesn't need to be perfectly inline with the bore!...  although, for long shots, it DOES need to be "squared up" (true, level, plumb, etc.) with respect to gravity.  The way that I like to accomplish this is to mount the scope on the rifle "pretty level" (eyeball level) and then install a scope tube bubble level and level the reticle to a plumb line and then adjust (level) the bubble while the scope is plumb.  Then in the field, you can use the bubble level to confirm that your reticle is level whenever you like (especially important in longer shots)...

+1 right here. Fairly cheap and it works. This and a good torque wrench for your scope.

Which assumes that the flat on the bottom of the tube is square to the reticle. Something to keep in mind.

I hang a plumb line on the other side of a three car garage, which is plenty of distance to see any alignment issue between the reticle and string.

I use a couple small digital levels, a plumb  bob, and a tall target test to verify it is right...I do insure the action is square to the stock/chassis, and that the rail is level to the action before installing the scope...

These make the job easier, but make sure they can be calibrated if needed....

I usually level rifle and then level scope with level on elevation knob and carefully back and forth torque screws to ring caps. You have to watch the level as the scope can rotate if you tighten one side too much. It's a simple and accurate process and gets easier the more you do it.

After mounting scope I always check it against a plumb line to make sure it's level before running tracking tests.

I use a machinist level to level the rail.

With a plum hanging about a foot away from a wall I shine a light through the objective lens.

It casts a shadow of the reticle on the wall

The plumb line being a foot away from the wall will also cast a shadow.  Just line the two shadows up.
