So I have 7mm08 Winchester brass that I was shooting competitively…not many firings on this lot….necked down to 260 rem. I want to neck back up to 7mm08 for my hunting rifles. What process should I use? Not super worried about accuracy….primarily case life. Should I use a Redding 7mm expander and then anneal? Is that overkill? Just run it through a 7mm08 die and be done?

You should anneal FIRST, then size up.

.020 (.264 to .284) ain't much to open up, but if the brass is even mildly work-hardened, it'll crack.
