Small hooks, split shot and spare line is more useful.  Live bait can be found in minutes under logs or stones.  If you absolutely need artificial some wet flys can work good.  I'm assuming you are talking about fishing with a make shift pole from the shore.  

Really small hooks catch annoying bait thieves close to shore.  Full belly in minutes plus potential bait for bigger fish.

Lots of little fish in minutes > one or two bigger fish that took hours to catch.

If you insist on targeting the bigger fish, the little fish are often the best bait to use.

Don't overlook sabiki rigs. They're incredibly effective and no bait needed.
