Yep. Sometimes the conditions suck so much you have no recourse other than some extra illumination.
In February we held two of our NV classes, one the first of the month, one the end of the month. Same exercise at the end of the night. A spot and shoot exercise wherein two people defend a high top position. There was around 10 camoflaged targets in various states of concealment out from roughly 50 to 100 yards out. Quite a few were just stacked out in high grass, some partially behind small trees, some in shadows some not, etc.
The Feb 1st class their was good moon and most students found and engaged the targets easily. At the end of Feb class the moon went down about an hour before the final exercise and it was fairly overcast as well. No one was able to spot hardly any of the targets, no matter the tubes they had or the style of NV. I turned on my Luna ELIR3 IR illuminator and flooded areas near where we remembered each target being. That was the only way anyone was able to engage the targets.
Sometimes the conditions really do suck that bad.
