I'm not a hunter but I found this while surveying a roof near FDR Park in Philadelphia, PA. It's about 3/8" in diameter.

Looks like the bird landed in a puddle of asphalt cement on a hot day and got stuck. The band had a piece of leg bone still inside, but the rest was completely gone.

Is there any way to tell what kind of bird this is by the band?

Most likely a Pigeon band, possibly a racing bird.

This.  I have a bunch that I have shot.  There is a place online that will tell you what all the codes on the band mean.
